Baker had also been selected in the first round of the NFL draft by the Rams. Raiders general manager [[Wes Fry 1|Wes Fry]] wouldn't say what the team had to give up in return.

The team's sixth-round draft pick, Alabama fullback [[George Wilson]], signed with the Colts.

Co-owner [[Wayne Valley]] denied the story, calling it "malicious, unfounded, and unverified." AFL commissioner Joe Foss called it a "wild and vicious" rumor and said that the topic had never come up in discussion.

Following yesterday's story about Valley meeting with a San Diego assistant coach, Valley acknowledged that he had spoken with [[Chargers]] assistant Al Davis about the head coaching job, though not the five times reported in the story, and that he had also talked to several other candidates, whom he would not name.

An AFL representative said in response that Raider general manager [[Al Davis]] had been given "verbal permission" to talk with Powell and that since Powell was a free agent "there hardly can be anything illegal or unethical with Oakland signing him."

The team signed a three-year lease on a piece of land adjacent to the El Rancho Santa Rosa Hotel and Country Club in Santa Rosa where the Raiders would conduct training camp starting this summer. The owner of the hotel was to build two practice fields, enclosed by an eight-foot-high fence for privacy, and a fieldhouse containing a locker room, showers, training room, and an equipment room for a total cost of $50,000. The team also planned to occupy a set of meeting rooms at the hotel and put players up in rooms in the motel part of the facility.

The Alameda County Board of Supervisors voted to approve the plan to build a new multi-purpose stadium in Oakland. Their vote, along with previous approval from the City of Oakland, was the last significant hurdle in the process and all that was needed now was the final approval from both bodies of specific construction details that would be presented by Stadium, Inc.

The league approved a plan to conduct what they were calling an "equalization draft" to add talent to the Raiders and the recently renamed [[Jets]]. The draft, to occur on June 10, would comprise six rounds, with the Jets picking first in the first, fourth, and sixth rounds and the Raiders picking first in the second, third, and fifth rounds. Prior to the draft, each of the other six teams would be permitted to exempt 25 roster veterans and all rookie signings from selection and the Raiders and Jets would be permitted to pick no more than two players from a given club. Based on a prior deal the league had made with new Jets owner Sonny Werblin, the Jets would have to pay $15,000 for each choice and the Raiders would have to pay $7,500. Following this portion of the draft, the teams would be allowed to choose from the other teams' free agent veteran signings at a cost of $2,500 per pick. During this part of the draft the other teams would be able to reserve half of their free agent signees.

George Ross of the //Tribune// reported that the league awarded the team the right of first refusal of players cut from AFL teams in training camp. He also reported that similar rights to NFL and CFL cuts had been divided between the Raiders and the [[Jets]].

The Raiders had the pick of cuts from Dallas, Detroit, Minnesota, Washington, Chicago, Los Angeles, and Pittsburgh of the NFL and Montreal, Toronto, Ottawa, and Winnipeg of the CFL.

The team announced that regular season ticket prices would be $4.50 for reserved seating and $2.50 for general admission areas in each end zone. Preseason reserved seating tickets were priced at $3.50.

General manager [[Al Davis]] denied reports that the team had hired recently retired Minnesota Vikings defensive back Charlie Sumner as secondary coach. Davis said there were three candidates still under consideration and that no offers had been made.

The //Tribune// reported that the team had acquired the negotiating rights to former USC lineman Mike McKeever. McKeever had been drafted in 1960 by both the Rams and the [[Chargers]], but had not reported to either team following a head injury that required brain surgery. After a three-year absence from the game, McKeever had been cleared by doctors to play again. The Rams had given up on McKeever and because of an agreement made by the league earlier in the month awarding the Raiders the right of first refusal to Rams castoffs, the rights to McKeever appeared to go to them.

Chargers head coach Sid Gillman protested the decision to the league, saying they had never relinquished their rights to McKeever after drafting him.

A minor dispute erupted between the team and the league when the Rams released quarterback Ron Miller and AFL commissioner Joe Foss awarded him to the [[Broncos]]. According to George Ross of the //Tribune//, the ruling board of the privately-owned Ladd Stadium in Mobile, Alabama, host of the Jets/Raiders exhibition game on the 23rd, had been planning to "quietly integrate" the facility by providing "special sideline sections" for the seating of Black spectators, but reversed the decision when they heard of the protests of some of the Raiders players.

The players in question were [[Art Powell]], [[Bo Roberson]], [[Clem Daniels]], and [[Fred Williamson]].

This from Ladd Stadium manager Ray Schuessler: "We don't want four boys from Oakland telling us how to run our stadium."

Schuessler added that "it isn't the seating that's the problem, (it's that there) are no restrooms for Negroes in the stadium."

Two other Black members of the Raiders, tackle [[Proverb Jacobs]] and halfback [[Gene White]] added their voices to the protest, saying they would not play in the game, either.

Raiders head coach [[Al Davis]] supported his players, saying, "These are my football players and they are also my friends. I have told them it is their decision. It is their life and it is a much bigger thing than a football game."

AFL assistant commissioner Milt Woodard said the team was contractually obligated to play the game despite the protest.

The AFL, the [[Jets]], and the Raiders agreed to move the upcoming exhibition game, scheduled for the 23rd in Mobile, Alabama, to the 25th at Frank Youell Field after the Ladd Stadium board refused to allow Black spectators to attend the game.

Raiders head coach [[Al Davis]] and the Black members of the Raiders who had planned to sit out in protest--[[Art Powell]], [[Bo Roberson]], [[Clem Daniels]], [[Fred Williamson]], [[Proverb Jacobs]], and [[Gene White]]--expressed their disappointment at not being able to get the policy changed.

But Davis added: "the decision was the only one that could be made, not only from our players' point of view, but from the whole morality of the thing."

The decision received the "firm support" of the AFL, but the teams had to give up their $15,000 gate guarantee and had to reimburse the stadium administration $2,500 in game prep costs.

The Raiders were also paying the Jets' travel costs.

Co-owner [[Wayne Valley]] said the team's finances would "take a beating, (but) sometimes you got to."
